Performance Management Imperative

All high-performance organizations, whether public or private, are, and must be, interested in developing and deploying effective short cycle closed-loop performance measurement and performance management systems, since it is only through such systems that they can remain high performance organizations. Strategic plans are the starting point for each business unit to:

(1) Establish top-level goals and objectives, as well as annual program goals.

(2) Define how it intends to achieve those goals.

(3) Demonstrate how it will measure business unit and program performance in     achieving those goals.
